Focus of shutdown negotiations shifts to Senate

WASHINGTON (AP) — The focus of efforts to end the government shutdown and prevent a U.S. default shifted to the Senate on Saturday, where leaders were in talks aimed at resolving the twin stalemates.

Word of the negotiations between Senate Majority Leader Harry Reid, D-Nev., and the top Republican, Sen. Mitch McConnell of Kentucky, emerged as the Senate, as expected, rejected a Democratic effort to raise the government's borrowing limit through next year.

Republicans objected because they want the extension to be accompanied by spending cuts.

The spotlight turned to the Senate as the partial shutdown reached its 12th day. It also came with the calendar edging closer to Oct. 17, when administration officials have said the government will deplete its ability to borrow money, risking a first-time federal default that could jolt the world economy.

House Speaker John Boehner, R-Ohio, told fellow Republicans earlier Saturday that his talks with President Barack Obama had stalled.

"The Senate needs to hold tough," Rep. Greg Walden, R-Ore., said Boehner told House GOP lawmakers. "The president now isn't negotiating with us."

GOP senators said the talks between Reid and McConnell had started Friday. That was confirmed by Senate Democratic aides.

Saturday's Senate vote derailing the Democrats' debt-limit measure was a near party-line 53-45 in favor of the bill. That fell seven short of the 60 required to overcome Republican objections to considering the measure.

"The only thing that's happening right now is Sen. Reid and Sen. McConnell are talking. And I view that as progress," said the second-ranking Republican senator, John Cornyn of Texas.

House conservatives said Obama was to blame for the talks with their chamber running aground.

"Perhaps he sees this as the best opportunity for him to win the House in 2014," said Rep. John Fleming, R-La. "It's very clear to us he does not now, and never had, any intentions of negotiating."

"It doesn't have to be this way. It's not supposed to be this way," Obama said in his weekly radio and Internet address Saturday. "Manufacturing crises to extract massive concessions isn't how our democracy works, and we have to stop it. Politics is a battle of ideas, but you advance those ideas through elections and legislation — not extortion."

A bipartisan group of senators, closely watched by Senate leaders, is polishing a plan aimed at reaching compromise with Obama.

An emerging proposal by Sen. Susan Collins, R-Maine, and others would pair a six-month plan to keep the government open with an increase in the government's borrowing limit through January.

Obama has turned away a House plan to link the reopening of the government — and a companion measure to temporarily increase the government's borrowing cap — to concessions on the budget.

In the face of disastrous opinion polls, GOP leaders have signaled they will make sure the debt limit is increased with minimal damage to the financial markets. But they're still seeking concessions as a condition for reopening the government.

Obama met Senate Republicans on Friday and heard a pitch from Collins on raising the debt limit until the end of January, reopening the government and cutting the health care law at its periphery.

The plan also would strengthen income verification for people receiving subsidies through the health care law and set up a broader set of budget talks.

The Collins proposal would delay for two years a medical-device tax that helps finance the health care law, and it would subject millions of individuals eligible for subsidies to purchase health insurance under the program to stronger income verification.

Collins said Obama said the proposal "was constructive, but I don't want to give the impression that he endorsed it."

Out Of Lahiri's Muddy 'Lowland,' An Ambitious Story Soars

Geography is destiny in Jhumpa Lahiri's new novel, The Lowland. Her title refers to a marshy stretch of land between two ponds in a Calcutta neighborhood where two very close brothers grow up. In monsoon season, the marsh floods and the ponds combine; in summer, the floodwater evaporates. You don't need your decoder ring to figure out that the two ponds symbolize the two brothers — at times separate; at other times inseparable. But there's still more meaning lurking in this rich landscape. Lahiri's narrator goes on to tell us: "Certain creatures laid eggs that were able to endure the dry season. Others survived by burying themselves in mud, simulating death, waiting for the return of rain."

For most of Lahiri's novel, we're stuck in the mud with the cautious older brother whose name is Subhash. Consequently, there's a quality of stillness to The Lowland that, especially in its opening sections, almost verges on the stagnant — or would, were it not for Lahiri's always surprising language and plotting. The Lowland is something of a departure for Lahiri, whose other work often explores the struggles of Indian immigrant families. The Lowland, instead, opens in Calcutta in the 1950s and '60s, and keeps returning there even as the main story moves ahead in time.

As a college student in the late '60s, Subhash's younger, more daredevil brother, Udayan, becomes involved in the Maoist "Naxalite" political movement, set on bettering the living conditions of India's poor through violent uprising. Subhash, in contrast, dutifully dedicates himself to personal, rather than collective, improvement: He earns a scholarship to study science in America and moves to Rhode Island. For a couple of lonely years in a student boarding house, he learns to live without the voices of his family. But when Udayan is executed by the police in that very same marsh between the ponds, Subhash races back to Calcutta. He goes to comfort his parents; but, as it turns out, he also rescues his murdered brother's pregnant wife, Gauri, from her own diminished future as a widowed (and unwelcome) daughter-in-law.

The Lowland is buoyantly ambitious in both its story (I've only summarized the first quarter of the novel here) and its form. Subhash, his parents, Gauri and the daughter she eventually bears are all reticent people — at one point, Subhash thinks of them as "a family of solitaries" — so it's necessary for our narrator to constantly eavesdrop on their various thoughts and relay them to us. For instance, Subhash proposes to Gauri by stressing the practicalities of their union: He woos her by saying in America she could pursue her studies in philosophy. But his unspoken words are those of a lovesick poet: "[Subhash] had tried to deny the attraction he felt for Gauri. But it was like the light of the fireflies that swam up to the house at night, random points that surrounded him, that glowed and then receded without a trail." Hastily enough, the two do wind up marrying and raising Gauri's daughter in America, but the memory of Udayan — his fierce politics and his terrible death — has corrosive aftereffects.

The Lowland is a novel about the rashness of youth, as well as the hesitation and regret that can make a long life not worth living. Toward the end of The Lowland, a metaphorical monsoon finally hits, rousing Subhash out of his lifelong timidity, that mud hiding place Lahiri describes in her lyrical opening. Part of the beauty of this novel is that it's far from a foregone conclusion whether this hard rain will give Subhash new life, or drown him.

But the Islamist leader looked increasingly isolated, with ministers resigning, the liberal opposition refusing to talk to him and the armed forces, backed by millions of protesters in the street, giving him until Wednesday to agree to share power.

In a defiant 2 a.m. statement, Morsi's office said the president had not been consulted before the armed forces chief-of-staff set a 48-hour deadline for a power-sharing deal and would pursue his own plan for national reconciliation.

Newspapers across the political spectrum saw the military ultimatum as a turning point. "Last 48 hours of Muslim Brotherhood rule," the opposition daily El Watan declared. "Egypt awaits the army," said the state-owned El Akhbar.

The president's office said Morsi was meeting chief-of-staff General Abdel Fateh al-Sisi and Prime Minister Hisham Kandil for the second straight day.

The confrontation has pushed the most populous Arab nation closer to the brink amid a deepening economic crisis two years after the overthrow of Hosni Mubarak, raising concern in Washington, Europe and neighbouring Israel.

Military sources said troops were preparing to deploy on the streets of Cairo and other cities if necessary to prevent clashes between rival political factions.

Protesters remained encamped overnight in Cairo's central Tahrir Square and protest leaders called for another mass rally later in the day, dubbed a "Tuesday of persistence", to try to force the president out.

Senior Muslim Brotherhood leaders branded the military ultimatum a "coup", backed by a threat that the generals will otherwise impose their own road map for the nation.

The Brotherhood's political wing, the Freedom and Justice Party, called on supporters to stage mass counter-demonstrations to "defend constitutional legitimacy and express their refusal of any coup", raising fears of violence.

One FJP leader urged "free revolutionaries" who supported Morsi to prepare for martyrdom.

HEED THE CALL

Sisi delighted Morsi's opponents on Monday by effectively ordering the president to heed the demands of the street. It took the president's office nine hours to respond with a statement indicating he would go his own way.

"The president of the republic was not consulted about the statement issued by the armed forces," it said. "The presidency confirms that it is going forward on its previously plotted path to promote comprehensive national reconciliation ... regardless of any statements that deepen divisions between citizens."

Describing civilian rule as a great gain from the revolution of 2011, Morsi said he would not let the clock be turned back. Egypt's first freely elected leader, he has been in office for just a year. But many Egyptians are impatient with his economic management and inability to win the trust of non-Islamists.

Morsi spoke to US President Barack Obama by phone on Monday, stressing that Egypt was moving forward with a peaceful democratic transition based on the law and constitution.

The White House said Obama, visiting Tanzania, encouraged him to respond to the protests and "underscored that the current crisis can only be resolved through a political process".

RESIGNATIONS

Six ministers who are not Brotherhood members have tendered their resignations since Sunday's huge demonstrations, including foreign minister, Mohamed Kamel Amr. The cabinet spokesman also resigned, the state news agency MENA said.

Kandil chaired a session of the rump cabinet without the key ministers of defence and the interior. Justice Minister Ahmed Suleiman denied reports that the government had resigned.

In another blow to the president, Egypt's top appeals court upheld the dismissal of the prosecutor general appointed by Morsi last year - a major bugbear to the liberal opposition.

The court removed public prosecutor Talaat Abdallah, accused of using his position to pursue journalists, artists and critics of the president while turning a blind eye to human rights abuses. It reinstated his predecessor.

Senior Brotherhood politician Mohamed El-Beltagy said the return of the Mubarak-era prosecutor was part of a creeping coup and he expected the High Committee for Elections to meet within hours to consider annulling the 2012 presidential election.

"We are therefore facing a coup against the entire revolution and not just the legitimacy of the elections and the constitution," Beltagy said on the FJP's Facebook page.

"So will the free revolutionaries allow this coup? Or will they stop it even at the price of joining a new martyrs' brigade, following the martyrs of the previous revolution?"

Compounding a sense of an administration disintegrating even as the president hangs on, Morsi's military adviser, US-trained former chief-of-staff General Sami Enan, also resigned.

El-Watan quoted senior General Adel El-Mursi as saying that if there were no agreement among political leaders to hold early presidential elections, the alternative could involve "a return to revolutionary legitimacy".

Under that scenario, the sole functioning chamber of parliament, the Islamist-dominated Shura Council, would be dissolved, the Islamist-tinged constitution enacted under Morsi would be scrapped, and a presidential council would rule by decree until fresh elections could be held under new rules, he was quoted as saying. That is largely the opposition position.

Highlighting the huge scale of anti-Morsi protests, an opposition TV station broadcast aerial footage of vast crowds thronging Cairo's central Tahrir Square, spilling over a wide adjoining area and stretching across the Nile bridges. The army used helicopters to monitor the crowds on Sunday and Monday.

World powers are looking on anxiously, including the United States, which has long funded the Egyptian army as a key component in the security of Washington's ally Israel.

General Martin Dempsey, chairman of the US Joint Chiefs of Staff, spoke to Sisi, his Egyptian counterpart, on Monday. It is unclear how far the military has informed, or coordinated with, its US sponsors but an Egyptian official said a coup could not succeed without U.S. approval.

The United Nations Human Rights office called on Morsi to listen to the demands of the people and engage in a "serious national dialogue" but also said: "Nothing should be done that would undermine democratic processes."

A senior European diplomat said that if the army were to go further and remove Morsi by force, the international community would have no alternative but to condemn the toppling of a democratically elected president.

Yasser El-Shimy, Egypt analyst at the International Crisis Group, said the army ultimatum had hardened positions on either side, making it very difficult to find a constitutional way out of the crisis - for which Morsi might have used decree powers.

"It will have to override the constitution and wage a full coup," Shimy said of the army. "Things could deteriorate very rapidly from there, either through confrontations on the street, or international sanctions.

"Morsi is calling their bluff, saying to them, 'if you are going to do this, you will have to do it over my dead body'."

DEADLINES

The coalition that backed Sunday's protests said there was no question of negotiating now with Morsi on the generals' timetable and it was already formulating positions for discussion directly with the army once the 48 hours are up.

In his statement, Sisi insisted that he had the interests of democracy at heart - a still very flawed democracy that Egyptians have been able to practise as a result of the army pushing aside Mubarak in the face of a popular uprising in 2011.

That enhanced the already high standing of the army among Egyptians, and the sight of military helicopters streaming national flags over Cairo's Tahrir Square at sunset, after Sisi had laid down the law, sent huge crowds into a frenzy of cheers.

Among Morsi's allies are groups with more militant pasts, including al-Gamaa al-Islamiya, a sometime associate of al Qaeda, whose men fought Mubarak's security forces for years and who have warned they would not tolerate renewed military rule.

Liberal coalition leaders appointed former U.N. nuclear watchdog Mohamed ElBaradei as their negotiator with the army and are pushing for the senior judge on the constitutional court to replace Morsi as head of state for an interim period, while technocrats - and generals - would administer the country.

A military source said Sisi was keen not to repeat the experience of the 17 months between Mubarak's fall and Morsi's election, when a committee of generals formed a government that proved unpopular as the economy struggled.

The army would prefer a more hands-off approach, supervising government but not running it.

For many Egyptians, fixing the economy is key. Unrest since Mubarak fell has decimated tourism and investment and state finances are in poor shape, drained by extensive subsidy regimes and struggling to provide regular supplies of fuel.

The Cairo bourse, reopening after a holiday, shot up nearly 5 percent after the army's move.

Amped Wireless High Power Wi-Fi Adapter for Windows 8 (TAN1)

Amped Wireless has a Wi-Fi adapter built specifically for Windows 8 notebooks, ultrabooks, and tablets. It's designed to clip onto your computer and give you better throughput and range over a Windows 8 client's native Wi-Fi adapter. No, it does not work with Windows RT. Also, according to testing, it has negligible performance impact at distances less than 30 feet over those device's native adapters. For weak signals, no matter what operating system you use, Amped Wireless's excellent High Power Wireless-N 600mW Gigabit Dual Band Range Extender (Repeater) SR20000G, which can be used to extend a wireless signal, is a better option for whole home coverage (although it is designed to be an extender, whereas TAN1 is designed to give better performance).

The TAN1
The TAN1 is a small horizontal wireless adapter that clips to your device's monitor. It's a bit smaller than a ballpoint pen, measuring .4 by 4.5 by .6 inches (HWD). It may be small, but it's not cheap, at a list price of $59.99. The adapter only supports the single 2.4 GHz band?it does not operate at 5GHz. TAN1 also supports WEP and WPA/WPA2.
The device houses two 2dBi high-gain antennas and provides up to 300 Mbps theoretical data rate. It connects to a wireless client's USB 2.0 port and will work on either 32- or 64-bit Windows 8.

Setup
Included in the TAN1's packaging are a USB cable, setup guide, and a mounting clip. The adapter has two notches which fit into two grooves on the mount and then the whole thing clips to a monitor. It's not the sturdiest setup?anytime I moved my Windows 8 laptop, the clip and adapter fell off.

Setup is effortless. Simple clip the adapter to your screen, connect the USB cable, and Windows 8 will install the software automatically. The operating system displays the TAN1 in network adapter settings as a Realtek RTL8191SU Wireless LAN 802.11n USB network adapter.

Performance
The purpose of the TAN1 is to provide up to three times the range of your Windows 8 client's wireless adapter. Unfortunately, I find that claim inaccurate in my testing. In fact, the throughput of the TAN1 was less at short range than the throughput of an Acer Aspire M Ultrabook running Windows 8 with a robust Qualcomm Atheros AR5BWB222 wireless network adapter.

I didn't witness any TAN1 benefits until I got to a distance of 50 feet or more from my wireless router. At 50 feet, the Acer's throughput petered out until I had no wireless signal, while the TAN1 sustained signal. I tested throughput using Ixia's IxChariot and a bidirectional throughput script that threw a data stream between the Acer Aspre and a Dell Latitude E5430 that I had connected to the same router via Gigabit Ethernet. I first ran the script with the Acer wirelessly connected to my router with the Qualcomm adapter and then using the TAN1. The router used in testing was the Trendnet AC1750 Dual Band Wireless Router (TEW-812DRU):

Acer native adapter:
5 feet from router: 55 Mbps
10 feet: 57 Mbps
30 feet: 26 Mbps
50 feet: started at 25 Mbps and then signal went to zero and dropped

TAN1's throughput:
5 feet from the router: 38 Mbps
10 feet: 36 Mbps
30 feet: 36 Mbps
50 feet: 22 Mbps and sustained throughput

TAN1, OK But Booster Better
You can see from the numbers above, TAN1 is better for greater distances. At close range, it actually performed worse than my client's native adapter. If you have a weak signal, Amped Wireless' High Power Wireless-N 600mW Gigabit Dual Band Range Extender (Repeater) SR20000G is a better (although more expensive option) or look to D-Link's Wireless N300 Range Extender DAP-1320, which is about ten buck cheaper and is our Editors' Choice for wireless signal boosters.? The Amped Wireless High Power Wi-Fi Adapter for Windows 8 (TAN1) earns three out of five stars for its easy setup and its ability to sustain throughput at range.

LOS ANGELES (TheWrap.com) - Writer-director Pedro Almodovar's "I'm So Excited" was the top-grossing independent movie this weekend, taking in $103,000 from just five screens for Sony Pictures Classics.

That's a $20,600 per-screen average - better than any movie in the marketplace - for Almodovar's latest, a comedy that takes place mainly on an airplane.

That's good, but not as strong as the opening for his last film, "The Skin I Live In," which averaged $37,187 at five theaters. It went on to take in $3 million in North America, and $30 million worldwide.

Javier Camara, Cecilia Roth, Lola Duenas and Raul Arevalo star in "I'm So Excited," while Antonio Banderas, Penelope Cruz and Paz Vega make cameo appearances.

Also debuting was IFC Films' "Byzantium," a thriller directed by Neil Jordan. It brought in $18,000 from six theaters across the country, a $3,000 per location average. Saoirse Ronan and Gemma Arterton star in the supernatural tale of two mysterious women who seek shelter at a small-town resort.

Tribeca Films opened Adrian Grenier's documentary "How to Make Money Selling Drugs" in five cities this weekend and it took in $10,500 for a $6,071 per-theater average. It debuted earlier this month on iTunes and Demand, and on Wednesday at the IFC Center in New York.

Lionsgate and Roadside Attractions rolled out "Redemption," starring Jason Statham, on 19 screens and it took in $18,221, a $959 per-screen average. That's soft, but the film debuted on video-on-demand and digital platforms at the same time. It was the No. 3 movie - and top action film - on iTunes over the weekend.

Joss Whedon Shakespeare update "Much Ado About Nothing" took in $589,500 from 217 theaters in its second week for the same two companies. That's a 2,715 per-theater average for the film, which taken in a total of $2.1 million.

LONDON (AP) ? For 34 matches over 4? months, on hard, clay or grass courts, Serena Williams was unbeaten ? and, in the minds of many, unbeatable.

So it was apt, somehow, that the longest winning streak in women's tennis since 2000 would end at this memorably unpredictable edition of Wimbledon, where up is down, where seedings and pedigree mean nothing whatsoever, where even five-time champion Williams looked lost at the start and, most surprisingly of all, the finish of her fourth-round match.

Stumbling on the Centre Court grass a couple of times while her game slumped in crunch time, the No. 1-ranked and No. 1-seeded Williams dropped the last four games to bow out 6-2, 1-6, 6-4 Monday against 23rd-seeded Sabine Lisicki of Germany.

"Didn't play the big points good enough," said Williams, who had won three of the past four Grand Slam titles, including Wimbledon a year ago and the French Open less than a month ago. "I didn't do what I do best."

Oddly passive down the stretch, Williams essentially let Lisicki to do what she does best: dictate points quickly with a big serve, powerful returns and pinpoint groundstrokes. If that sounds familiar, could be because it's the formula Williams uses to dominate her sport. Except on this breezy afternoon, Lisicki compiled a 10-7 edge in aces, a 35-25 lead in winners, and broke Williams five times.

"Come on, guys, let's get with it. She's excellent," a composed Williams said at her news conference after blowing leads of 3-0 and 4-2 in the third set. "She's not a pushover."

Especially at Wimbledon. Her game is built for grass. Lisicki is a mediocre 16-15 at the other three Grand Slam tournaments and 17-4 at the All England Club. She reached the semifinals at Wimbledon in 2011, and is into her fourth quarterfinal, coincidentally beating the reigning French Open champion every time: Svetlana Kuznetsova in 2009, Li Na in 2011, Maria Sharapova in 2012, and Williams in 2013.

"Good omen," Lisicki said.

"Obviously," she said, "I went into the match feeling that I could win."

Might have been the only person who felt that way. After all, Williams owns 16 major championships, and entering Monday, the 31-year-old American had won 46 of 48 matches this season, and 77 of 80 since the start of Wimbledon in 2012.

"You cannot be perfect, every match, all year," said Patrick Mouratoglou, the French coach who began working with Williams last year. "She won 34 matches in a row. It has to stop one day. It has to happen. And it happened today."

The inevitability of failure, even for the most successful player, has never been made clearer than during this tournament. This was only the first day of the fortnight's second week, yet Williams joined quite a list of those already gone: Roger Federer, Rafael Nadal, Victoria Azarenka and Sharapova ? all major title winners, all former No. 1s, all out by the end of Day 3.

"This," summed up 17th-seeded Sloane Stephens, "has been a crazy Wimbledon."

Sure has. No U.S. men reached the third round, something that last happened 101 years ago, and Williams' departure made Stephens the lone American singles player left. The 20-year-old Stephens' first quarterfinal at the All England Club comes Tuesday against No. 15 Marion Bartoli of France, the 2007 runner-up.

The other matchup on their half of the draw is No. 8 Petra Kvitova of the Czech Republic, the 2011 Wimbledon champion, against No. 20 Kirsten Flipkens of Belgium. Tuesday's remaining quarterfinals are No. 4 Agnieszka Radwanska of Poland, who lost to Williams in last year's final, against No. 6 Li of China; and Lisicki against 46th-ranked Kaia Kanepi of Estonia.

Kanepi reached her fifth Grand Slam quarterfinal, and second at Wimbledon, with a 7-6 (6), 7-5 victory over 19-year-old Laura Robson, the first British woman in the fourth round at the All England Club since 1998. Robson, like others, took note of Monday's most significant outcome.

"I thought for sure Serena was going to win the tournament," Robson said, expressing a popular sentiment.

On Wednesday, the men's quarterfinals on the draw's top half are No. 1 Novak Djokovic of Serbia, a six-time Grand Slam titlist and the only remaining past Wimbledon winner, against No. 7 Tomas Berdych of the Czech Republic, the 2010 runner-up; and No. 4 David Ferrer of Spain against No. 8 Juan Martin del Potro of Argentina, the 2009 U.S. Open champion. On the bottom half, it will be No. 2 Andy Murray of Britain, the London Olympic gold medalist and 2012 U.S. Open winner, against 54th-ranked Fernando Verdasco of Spain; and No. 24 Jerzy Janowicz against his Davis Cup teammate and pal, 130th-ranked Lukasz Kubot, in a match between the first two Polish men to reach a Grand Slam quarterfinal since 1980.

One will give the country its first male semifinalist at a major tournament.

"We hugged. We are happy," Janowicz said. "Magical."

Janowicz's serve reached 137 mph and his temper flared on occasion as he beat 37th-ranked Jurgen Melzer 3-6, 7-6 (1), 6-4, 4-6, 6-4, while Kubot also won a five-setter, celebrating with a can-can dance routine after hitting 26 aces to eliminate 111th-ranked Adrian Mannarino 4-6, 6-3, 3-6, 6-3, 6-4.

Both Janowicz and Kubot benefited from one of the record-equaling 13 withdrawals or mid-match retirements last week, another element fueling the tournament's topsy-turvy feel.

"Everyone was a bit on edge, a little bit uptight, because of what was happening with the injuries, withdrawals, upsets and stuff," said Murray, who like Djokovic hasn't lost a set. "Obviously, Serena losing today is a major shock, as well."

Late Monday afternoon, British bookmakers were making Lisicki the favorite to win a trophy that hours earlier seemed destined for Williams. Asked whether that affects her in any way, Lisicki shot back: "No, not at all." Not even a little bit? Lisicki didn't blink and answered, "No."

It was the same steely demeanor the quick-with-a-smile Lisicki displayed at key moments on court, weathering a near-collapse in which Williams grabbed nine consecutive games to take the second set and go up 3-0 in the third.

"I just was fighting for every single point," Lisicki said, "no matter what was happening out there."

Williams hadn't lost a match anywhere since her three-set defeat against Azarenka in the final of the Qatar Open on Feb. 17. She hadn't even lost a set since the French Open quarterfinals against Svetlana Kuznetsova on June 4. But Lisicki showed things would be different Monday with an early five-game run, including when she smacked a forehand return winner to break at love and take the opening set.

Lisicki yelled, "Come on!" The crowd, eager to see something special, roared. Williams walked to the sideline slowly, stunned.

"I just was thinking, 'Let's get to a third set,'" Williams said. "That's what I always say when I lose a first set."

Going from considerable trouble to total control, as if simply by wishing to do so, Williams produced 43 masterful minutes in which Lisicki did not win a single game. Williams did not have an unforced error in the second set, and she even got some unneeded assistance early in the third, with two consecutive return winners that both clipped the net tape and bounced over.

"I felt," Williams said, "that I was on the verge of winning."

Lisicki finally ended the drought by holding to 3-1 with one of her four second-serve aces in the match, then a 115 mph service winner.

"Huge serves," Williams said. "Constantly, constantly, back-to-back-to-back."

That's how her opponents usually feel. But Lisicki managed to get better reads on returns late, and broke to get within 4-3 with a forehand passing winner as Williams lost her footing and fell to her knees. The next game was key. Lisicki fell behind love-40, meaning Williams had three break points, any of which would give her a 5-3 lead and allow her to serve for the match.

But Lisicki wouldn't fold.

"I put more pressure on her," she said. "I started to be more aggressive again."

One missed backhand by Williams, then a pair of winners by Lisicki, erased the break points, and she wound up holding with a 95 mph ace and 115 mph service winner. At 4-all, deuce, Lisicki hit a forehand passing shot after Williams tripped, making it break point. Williams then awkwardly sailed an overhead long, putting Lisicki ahead 5-4.

Suddenly serving for the biggest win of her career, Lisicki double-faulted to give Williams a break point ? and an opening. But it was Lisicki who closed strongly, hitting a 113 mph ace and a 99 mph service winner, and then ending a 17-stroke exchange with a forehand winner.

Lisicki dropped to her knees near the net, covering her face as tears flowed.

Williams was asked whether the pressure to win got to her.

"Not at all," she said. "I mean, every time I step out on the court, I'm the favorite."

That sort of thing hasn't mattered one bit at this Wimbledon.

Insmed's lung infection drug fares no better than rival, shares fall

(Reuters) - Insmed Inc's experimental lung infection drug fared no better than a competing drug developed by Novartis AG in a lung function test, sending shares in the company down 27 percent in pre-market trading.

Insmed's drug, Arikace, was being tested as a treatment for a bacterial lung infection that often affects cystic fibrosis patients.

Insmed said in a statement that the trial met its main goal of showing that Arikace was not inferior to the competing drug.

But a presentation posted on Insmed's website showed that patients taking Arikace displayed a smaller improvement in lung capacity than those on TOBI, Novartis's drug for the same infection. (http://link.reuters.com/qeq39t)

The difference was narrow enough for Arikace to meet its "primary endpoint of non-inferiority compared with twice-daily TOBI".

Arikace, a treatment inhaled once daily, showed a lower mean change in forced expiratory volume in one second than the twice-daily TOBI.

The forced expiratory volume test measures lung function by calculating the volume of air exhaled by a person during a forced exhalation.

Insmed's shares were down 27 percent at $8.70 before the bell. They closed at $11.96 on Friday on the Nasdaq.

The late-stage study, which included 302 patients and was conducted at 70 sites in Europe and Canada, reported adverse events consistent with those seen in similar studies.

Insmed Chief Executive Will Lewis said the company would file for regulatory approval for Arikace in Canada and Europe during the first half of 2014.

The inhalational therapy is the only candidate in Insmed's pipeline.

Cystic fibrosis is a genetic disorder that primarily affects the lungs and digestive system. It causes the production of thick mucus that clogs the lungs and leads to life-threatening lung infections.

Insmed is also testing Arikace in a mid-stage study for non-tuberculous mycobacteria (NTM) lung disease. The company said Arikace received a fast-track designation from the U.S. Food and Drug Administration on June 28.

A fast-track designation expedites regulatory review of drugs that aim to treat serious diseases and fill unmet medical needs.

Our homes will get a lot smarter in the coming years, allowing us to use a smartphone to manage an integrated system of appliances and other electronics from any room?a kind of universal remote control for the ?Internet of things.? An even easier, more intuitive approach, however, would allow us to flip through TV channels or turn on the coffeemaker with a simple hand wave.

A team of University of Washington (U.W.) computer scientists is developing just such a system (pdf). Dubbed ?WiSee,? the system uses a modified wireless router to receive and identify slight disturbances in wi-fi signals that permeate living spaces. Software algorithms interpret the hand or body gestures that create those disturbances and translate the movements into commands for controlling specific wireless devices.

In-air gesture recognition has already been popularized by Microsoft?s Xbox Kinect game console. But Kinect is a vision-based system that relies on a camera to pick up the gestures players make; someone out of the camera?s line of sight is unable to interact. Because wi-fi signals can travel through walls, WiSee would let users control devices in different rooms from anywhere inside the household. In a sense, it repurposes wi-fi signals that already exist to perform gesture recognition?no need to buy motion-sensing cameras.

When a person moves in an environment saturated with wi-fi signals from routers, laptops and mobile phones, that movement creates a slight change in the frequency of those signals, says lead researcher Shyam Gollakota, a U.W. assistant professor of computer science and engineering. Leveraging this Doppler shift?the change in the frequency observed by the transmitter and the receiver as disturbed waves move relative to those locations?the researchers designed the WiSee receiver to understand signal disturbances created by different motions of a person?s arm, leg or entire body. Ideally, a person sitting in his or her living room on a hot summer day could crank up the air-conditioning using, well, a cranking motion in the air. Likewise, a person engaged in a conversation in one room could lower the TV volume coming from another room simply by patting the air in a downward direction.

To test the system in a real-world environment, the researchers tracked five volunteers operating first in an office setting and then in a two-bedroom apartment. The people were instructed to make nine specific gestures with their bodies, including pushing, pulling and kicking motions. Out of the 900 total gestures performed during the test, WiSee responded correctly 94 percent of the time. A four-antenna version of the WiSee receiver tested inside the apartment could identify gestures from a primary user even when other people were nearby and performing random gestures. Accuracy declined, however, as the number of distractions increased.

Each primary user during the test identified himself or herself using a particular ?preamble? gesture that WiSee was programmed to identify, Gollakota says. ?One can also imagine a system where each user can set [his or her] own preamble to achieve some form of [secure] access control,? he adds. Such identification and control measures would prevent your neighbor from using wi-fi signals to turn down your stereo from his own apartment. They would also prevent you from, say, shutting off the lights every time you attempt to swat a fly.

Philippines accuses China of military buildup at sea

BEGAWAN: The Philippines accused China on Sunday of a "massive" military buildup in the disputed South China Sea, warning at a regional security forum that the Asian giant's tactics were a threat to peace.

The statement by Philippine Foreign Secretary Albert Del Rosario ensured that the growing row over rival claims to the strategically vital and potentially resource-rich sea would again be a key focus of the annual four-day Asia-Pacific talks.

"Del Rosario on Sunday expressed serious concern over the increasing militarisation of the South China Sea," said a Philippine government statement released on the first day of the event in the Brunei capital.

Del Rosario said there was a "massive presence of Chinese military and paramilitary ships" at two groups of islets within the Philippines' exclusive economic zone, called Scarborough Shoal and Second Thomas Shoal.

Del Rosario described the Chinese presence at these islets as "threats to efforts to maintain maritime peace and stability in the region".

He did not give details of the alleged buildup but said the Chinese actions violated a pact in 2002 in which rival claimants to the sea pledged not to take any actions that may increase tensions.

The declaration on conduct signed by the 10-member Association of Southeast Asian Nations (ASEAN) and China also committed claimants to settle their disputes "without resorting to the threat or use of force".

China claims nearly all of the sea, even waters approaching the coasts of neighbouring countries.

ASEAN members the Philippines, Vietnam, Brunei and Malaysia, as well as Taiwan, also have competing claims to parts of the sea.

The rivalries have for decades been a source of regional tension, with China and Vietnam fighting battles in 1974 and 1988 for control of some islands in which dozens of Vietnamese soldiers died.

Tensions have again grown in recent years with the Philippines, Vietnam and some other countries expressing concern at increasingly assertive Chinese military and diplomatic tactics to stress control of the sea.

Setting the tone for the Brunei event, a powerful arm of China's state-run media warned the Philippines yesterday that its defiance could lead to aggressive Chinese action.

St. Pete Pride parade expected to draw 150,000

ST. PETERSBURG, Fla. -- Organizers of the state's largest gay pride parade expect that the event will be even larger after the U.S. Supreme Court's ruling that married gay couples should have equal federal standing with all other married Americans.

The St. Pete Pride Parade will happen Saturday. Executive Director Eric Skains says 80-100,000 people usually attend the parade, but in light of this week's ruling, he expects nearly 150,000 people to attend and celebrate.

Tampa Mayor Bob Buckhorn will participate in the parade. He's the highest-ranking public official to ever attend the parade, which is in its 11th year.

The event starts Saturday morning at 9 a.m. The parade starts at 10 a.m. and it runs until 4 p.m.
