The U.S. Environmental Protection Agency has concluded that current testing of hormone-altering chemicals is adequate for detecting low-dose effects that may jeopardize health.

This comes in response to a report written last year by 12 scientists who criticized the government?s decades old-strategy for testing the safety of many chemicals found in the environment and in consumer products.

The scientists specifically focused on a phenomenon called ?nonmonotonic dose response,? which means that hormone-like chemicals often do not act in a typical way; they can have health effects at low doses but no effects or different effects at high doses. The EPA frequently evaluates the risks of chemicals with tests that expose lab animals to high doses, then extrapolating to lower doses that people and wildlife encounter.?

Dozens of substances that mimic or block estrogen, testosterone or thyroid hormones are found in the environment, food, pesticides and consumer products.
The idea that these chemicals harm people at tiny doses remains controversial.

The EPA?s draft ?State of the Science? report, completed last week, found that such low-dose responses ?do occur in biological systems but are generally not common.?

?There currently is no reproducible evidence? that the low-dose effects seen in lab tests ?are predictive of adverse outcomes that may be seen in humans or wildlife populations for estrogen, androgen or thyroid endpoints,? the agency report said.
?Therefore, current testing strategies are unlikely to mischaracterize...a chemical that has the potential for adverse perturbations of the estrogen, androgen or thyroid pathways.?

The report was written by EPA officials with input from a team of scientists and managers from the Food and Drug Administration, the National Institute of Environmental Health Sciences and the National Institute of Child Health and Development that reviewed the science on endocrine-disrupting chemicals. It was signed by Robert Kavlock, the EPA?s Deputy Assistant Administrator for Science.

The federal team was commissioned last June in response to the scientists? report published a few months earlier by lead author Laura Vandenberg, a Tufts University researcher, and colleagues. Pete Myers, founder of Environmental Health News and chief scientist at Environmental Health Sciences, was the senior author of that report.

The EPA?s draft report will be peer-reviewed by a panel of the National Academies of Sciences.

The American Chemistry Council, which represents chemical companies, praised the EPA?s conclusion.

The EPA ?affirms what mainstream scientists have expressed for years: the purported scientific evidence for non-monotonic low dose exposures leading to endocrine disruption and adverse effects is, at best, very weak,? the industry group said in a prepared statement.

Vandenberg said although the debate over how to assess the risks of these chemicals remains, the EPA?s acknowledgement that nonmonotonic dose responses exist is a step forward, culminating years of science.

But she added that the EPA made some ?odd, and possibly political decisions? in the new report.

The EPA?s belief that high dose testing can predict safety at low doses ?flies in the face of our knowledge of how hormones work,? Vandenberg told EHN in an email. ?They [endocrine disrupting chemicals] are overtly toxic at high doses but act like hormones, with completely different actions, at low doses.?

In the 2012 report, Vandenberg and colleagues pointed to chemicals such as bisphenol A (BPA) ? which is found in polycarbonate plastic and some canned foods and paper receipts ? and atrazine, a pesticide used mostly on corn, as examples of chemicals that are inadequately tested to protect human health.

Egyptian clerics warn of 'civil war' ahead of mass protests

As Egypt approaches a weekend of confrontation, the divide between those who love and those who despise President Mohammed Morsi and his pro-Islamist government is wider than ever. NBC's Charlene Gubash reports.

Egypt risks sliding into civil war, the country's leading religious authority warned Friday, as the nation braced itself for mass nationwide protests.

Organizers of "June 30" demonstrations ? which mark one year since Islamist President Mohammed Morsi's election ? claim they have the backing of an estimated 15 million Egyptians who want him to resign.


"Only God knows what will happen" Sunday, said Gamal Abdul Aziz, a pro-Morsi car mechanic in Madba'a, a blue-collar district in Cairo.

There were ominous signs Friday. U.S. officials told NBC News that they were investigating reports that a U.S. citizen was stabbed to death Friday during protests in Alexandria, where at least 80 other people have been wounded, the state news agency MENA reported.

The State Department authorized the departure of a limited number of non-emergency employees and family members and warned U.S. citizens to defer non-essential travel to Egypt.

Building on discontent about a range of social and economic issues, Morsi's opponents hope to force early presidential elections.

His supporters, meanwhile, have promised they will also take to the streets to defend the Muslim Brotherhood-backed government.

"Vigilance is required to ensure we do not slide into civil war," clerics of the Al-Azhar institute said in a statement broadly supportive of Morsi, Reuters reported.

It blamed "criminal gangs" who besieged mosques for street violence that the Brotherhood said has killed five of its supporters in a week.

In an example of just how polarized the debate over Egypt's future has become, Aziz and his family became embroiled in a shouting match with a nearby resident, anti-Morsi computer science student Mohamed Abdul Munim, 23, while being interviewed this week.

The argument, which took place after NBC News filmed a political discussion between the two, ended when Munim stormed off.

The dispute and recent violence ? one man was shot dead and four other people were wounded in an attack on a Muslim Brotherhood office Thursday ? was an ill omen for Sunday's marches.

The country's powerful army, which helped protesters topple Hosni Mubarak's authoritarian regime in 2011, has reinforced its presence in cities like Cairo and Port Said.

Munim said he believed "most" of Egypt's registered 50 million voters will be out on the streets, supporting one side or the other.

"We are sure that we will go out and get beaten up by the [Muslim] Brotherhood, [but] we are going out despite this," he said. "There is no security. There is economic collapse. The electricity cuts off and everybody is suffering. They will say Morsi is not at fault, but electricity didn't cut off when the military governed."

Aziz, meanwhile, said his life had improved under Morsi and accused the mostly secular opposition of "waging a war against Islam."

"Can you build a house in a day? No, it takes time." he said. "What can a president do in one year when a country is in ruins? The old [Mubarak] regime stole the country and left it destroyed."

In a sign of the nervousness many felt, Egyptians were stocking up on food, fuel, water and cash in the days leading up the protests.

'The Daily Show's' Jon Stewart took his satire to Cairo on Friday, appearing on a show hosted by the man known as 'Egypt's Jon Stewart,' who has faced investigation for insulting the country's president and Islam. TODAY's Jenna Wolfe reports.

Morsi's supporters claim the demonstration ? organized by an opposition umbrella group named "Tamarod," meaning "Rebel" ? is setting the stage for a repeat of the 2011 Arab Spring revolution.

Mahmoud Badr, a 28-year-old journalist and founder of the Tamarod movement, dismissed a televised speech by Morsi on Wednesday night in which the president appealed for calm.

"Our demand was early presidential elections, and since that was not addressed anywhere in the speech, then our response will be on the streets" Sunday, he told the English-language Egypt Independent news site.

The U.S. Embassy announced Tuesday that it would be closing its doors for the day of the demonstrations, but it added that "potentially violent protest activity may occur before June 30," and urged U.S. citizens to "maintain a low profile" from Friday onward.

Underscoring fears of violence, defenders of Morsi revealed plans Tuesday to form vigilante groups to protect public buildings from opposition demonstrations, the Egypt Independent reported, quoting Safwat Abdel Ghany, a member of Islamic umbrella organization Jama'a al-Islamiya.

"If chaos sweeps across the country, Islamist groups will secure state institutions and vital facilities against robbery by thugs and advocates of violence," he was quoted as saying.

Members of Tamarod were so confident that they would force Morsi from power that the organization set out a constitutional "road map" that it said would take Egypt forward without a president until new elections.

Eric Trager, a fellow at the Washington Institute think tank, said this week that battle lines were drawn between "an enraged opposition" and "an utterly incapable, confrontational ruling party that now counts some of Egypt's most violent political elements as its core supporters."

"Rising food prices, hours-long fuel lines and multiple-times-daily electricity cuts ? all worsening amidst a typically scorching Egyptian summer ? have set many Egyptians on edge, with clashes between Brotherhood and anti-Brotherhood activists now a common feature of Egyptian political life," he said.

"Whatever happens on [Sunday], it can't end well," he added.

Did a bird bring down F-16?

GLENDALE, Ariz. (AP) ? The pilots flying an F-16 fighter jet that went down near Luke Air Force Base in suburban Phoenix reported hitting a bird shortly after takeoff, the Air Force general who commands their base said Thursday.

The two pilots, who were practicing landings and takeoffs at the base Wednesday evening, ejected safely and the fighter crashed in a farm field near the base.

"Shortly before the accident the pilot reported a bird strike," Brig. Gen. Mike Rothstein told reporters at the base 15 miles west of Phoenix.

The plane had just taken off when the pilots reported hitting a bird and the engine in the plane malfunctioned, 56th Operations Group commander Col. John Hanna said. They had little time to react.

"It sounds like they did a good job, the airplane didn't hit anybody or anything and they both survived with what I know is no injuries," Hanna told The Associated Press. "It's about as good as it gets when you have any kind of accident where you destroy an airplane."

Base spokeswoman Lt. Candice Dillitte said there's nothing to indicate a fleet-wide problem with the jets, but the Air Force will investigate the cause. The Air Force has more than 1,000 of the single-engine fighters.

The base, 15 miles west of Phoenix in Glendale, is the world's largest F-16 pilot training base and had 138 F-16s before Wednesday's crash. An instructor and a student were flying the jet that crashed.

The base is getting ready to transition to the military's new F-35 fighter. The Air Force announced Thursday it would receive three additional squadrons, bringing the total to 144 within about 10 years. The first plane is set to arrive next spring.

Witnesses said they heard the jet's engine sputtering and popping just before the plane went down. Photos posted on Twitter showed civilians helping two male pilots alongside a freshly plowed field.

Rothstein said the fact that the jet came down in farmland wasn't an accident. Glendale and other nearly cities have worked with the state to maintain open space around the base despite the rapid urbanization of the area.

Any engine problem shortly after takeoff is extremely dangerous and the pilots needed to react quickly, Hanna said.

"Certainly low altitude ejections are some of the more harrowing things that can happen, because you're close to the ground and a lot of things have to happen in a hurry in order for all of the ejection process to occur successfully," Hanna said. "You end up on the ground, able to stand, gather your gear and walk to the nearest pickup truck that's got some water sitting in it. So this worked out pretty well."

Bird strikes can severely damage jet engines. US Airways Flight 1549 lost both engines shortly after takeoff from LaGuardia Airport after hitting birds in January 2009 but landed safely on the Hudson River.

An inspector general's audit last year criticized the Federal Aviation Administration for not doing enough to stop bird strikes. The report cited a five-fold increase in bird strikes over the last two decades, from 1,770 reported in 1990 to 9,840 reported in 2011, due in part to growing bird populations. The strikes have led to at least 24 deaths and 235 injuries in the United States since 1988.

Obama recasts chase for Snowden as unexceptional

WASHINGTON (AP) ? The last thing President Barack Obama wants to do is turn Edward Snowden into a grand enemy of the state or a Daniel Ellsberg-type hero who speaks truth to power.

In the shifting narrative of the Obama administration, the man whose leaks of top-secret material about government surveillance programs have tied the national security apparatus in knots and brought charges under the Espionage Act has now been demoted to a common fugitive unworthy of international intrigue or extraordinary pursuit by the U.S. government.

A "29-year-old hacker," in the words of Obama; fodder for a made-for-TV movie, perhaps, but not much more.

"This is not exceptional from a legal perspective," the president said Thursday of Snowden's efforts to avoid capture by hopscotching from Hawaii to Hong Kong to Russia.

"I'm not going to have one case of a suspect who we're trying to extradite suddenly being elevated to the point where I've got to start doing wheeling and dealing and trading on a whole host of other issues simply to get a guy extradited," the president told reporters in Senegal.

It was the second time in a week that the administration had toned down its rhetoric as Snowden remained out of reach and first China and then Russia refused to send him back.

Just Monday, Secretary of State John Kerry was talking tough against China and calling Snowden a traitor whose actions are "despicable and beyond description." By Tuesday, Kerry was calling for "calm and reasonableness" on the matter, and adding, "We're not looking for a confrontation. We are not ordering anybody."

There are plenty of reasons for Obama to pull back, beyond his professed desire to avoid international horse-trading for the leaker.

The president, in his own words, has "a whole lot of business to do with China and Russia." Why increase tensions in an already uneasy relationship when Obama is looking for Russia's cooperation in finding a path to peace in Syria, for example?

In addition, less-heated dialogue could make it easier to broker Snowden's return because, despite the latest shrugs, U.S. officials very much want him.

"There's a lot of signaling going on," said Steve Aftergood, director of the Project on Government Secrecy for the Federation of American Scientists. "If the White House were issuing ultimatums, then Russia might feel obliged not to cooperate. But if it's merely one request among many others, that might make it easier to advance to a resolution."

The president also may have a U.S. audience in mind for his comments.

Obama's Democratic base includes plenty of defenders of civil liberties who are sympathetic to Snowden's professed goal of making government more transparent.

Benjamin Pauker, managing editor of Foreign Policy magazine, said the president was loath to elevate Snowden to a state enemy or "an Ellsberg-type truth-teller," referring to the 1971 leaker of the Pentagon Papers, which showed the U.S. government had misled the public about the war in Vietnam.

Ellsberg himself recently called Snowden's revelations the most significant disclosures in the nation's history.

The administration, though, would rather marginalize Snowden, a former National Security Agency systems analyst who is thought to have custody of more classified documents.

"Calling him a hacker, as opposed to a government contractor or an NSA employee, brings him down a notch to someone who's an irritant, as opposed to someone who has access to integral intelligence files," Pauker said. "To externalize him and brand him with a black-hat hacker tag distances him from the government."

The disdainful talk isn't just coming from the White House.

Rep. Mike Rogers, R-Mich., the chairman of the House Intelligence Committee, called Snowden "a high school dropout who had a whole series of both academic troubles and employment troubles" after a recent closed hearing on the leaks. The committee's top Democrat, C.A. "Dutch" Ruppersberger from Maryland, called Snowden "a legend in his own mind" for claiming to be able to use NSA systems to access any email or phone call anywhere ? something the NSA's director has said can't be done.

There may also be face-saving benefits for Obama in cutting down Snowden, who turned 30 last week. An unsuccessful full-court press for Snowden's return would only show the limitations of Obama's international influence.

It's not the first time a president has tried to reset expectations by first elevating and then playing down the importance of an international fugitive who eluded capture, at least for a time.

President George W. Bush went from putting out a "dead-or-alive" ultimatum for 9-11 terror mastermind Osama bin Laden to dismissing him as "a person who's now been marginalized."

"I just don't spend that much time on him," Bush said in March 2002.

Candidate Barack Obama pledged during the 2008 presidential campaign: "We will kill bin Laden, we will crush al-Qaida. That has to be our biggest national security priority."

By January 2009, just days before his inauguration, Obama was saying: "My preference, obviously would be to capture or kill him. But if we have so tightened the noose that he's in a cave somewhere and can't even communicate with his operatives, then we would meet our goal of protecting America."

As it turned out, he got him.

Boston bombing suspect accused in four deaths, could face execution

BOSTON (Reuters) - Accused Boston Marathon bomber Dzhokhar Tsarnaev was indicted by a federal grand jury on Thursday on charges of killing four people in the largest mass-casualty attack on U.S. soil since September 11, 2001.

The 30-count indictment filed in Boston federal court charges the 19-year-old ethnic Chechen with setting off two homemade pressure-cooker bombs in a crowd of thousands at the race's finish line and with committing a carjacking and engaging in a gunbattle with police before his April 19 arrest.

Tsarnaev could be executed if convicted. His public defender, Miriam Conrad, declined to comment on the charges, which include use of a weapon of mass destruction, bombing a public place and carjacking during four days that traumatized the Boston area.

"Today's charges reflect the serious and violent nature of the event ... the defendant's alleged conduct forever changed lives," said Carmen Ortiz, the U.S. Attorney in Massachusetts. She said she had met with several of the people who were wounded in the attack and relatives of those who were killed.

"We will do all that we can to pursue justice, not only on their behalf but on behalf of all of us," Ortiz said.

The April 15 bombing was followed by the shooting of a campus police officer in Cambridge, a carjacking and a late-night gunbattle with police in the nearby suburb of Watertown. Dzhokhar's 26-year-old brother Tamerlan died in the gunbattle, which led to a daylong lockdown of most of the Boston area.

That evening, Dzhokhar was found hiding in a boat in a resident's backyard and arrested after police fired a hail of bullets.

The brothers started preparing for the attack more than two months earlier, when Tamerlan traveled to a New Hampshire fireworks store to buy 48 mortar shells containing about eight pounds (3.6 kg) of explosive powder, according to the charges.

Three people died in the bomb attacks: 29-year-old restaurant manager Krystle Campbell, 23-year-old graduate student Lingzi Lu and 8-year-old Martin Richard. Days later, the pair killed a campus policeman in their attempt to escape arrest, the charges said.

The younger Tsarnaev was not present at the indictment, and Ortiz declined to comment on his condition or where he was being held. He was badly injured in the April 19 gun battle and had been held in a prison hospital west of Boston. He is scheduled to be arraigned on July 10.

EXECUTION LOOMS?

Ortiz said U.S. Attorney General Eric Holder would make the final decision on whether to seek the death penalty. Legal experts said that while the large scale of the attack could motivate the government to seek the death penalty, his defense could argue that he did not fully understand his actions.

"There will be claims about his youth, about his role, the theory that it was his brother that was pulling all the strings and that this guy was a secondary mover," said Richard Broughton, an assistant professor at the University of Detroit Mercy School of Law and a former federal prosecutor.

"We haven't really had a case like this," said Karen Greenberg, director of the center on national security at Fordham Law School in New York. "Because of the lethality of this attack, it really is different from other terrorism prosecutions we've seen for a long time."

Since the World Trade Center attack in 2001, most such prosecutions have focused on failed plots, such as shoe bomber Richard Reid, who tried to blow up a plane over the Atlantic in December 2001 and is now serving a life sentence. In 2006 a jury rejected the death penalty for Zacarias Moussaoui, convicted as one of the conspirators behind the September 11, 2001 attacks.

In November, 2012, a federal judge in Massachusetts sentenced Rezwan Ferdaus to 17 years, including a decade of supervised release, after he pleaded guilty to charges stemming from a plot to a plot to fly remote-controlled planes into the U.S. Capitol building and the Pentagon. He was arrested in a sting operation after undercover agents provided him with inert explosives that he told them he planned to use.

Tamerlan Tsarnaev had been on a U.S. government database of potential terrorism suspects and Russia has twice warned the United States that he might be an Islamic militant, according to U.S. security officials.

A congressional hearing after the bombing focused on whether the FBI paid sufficient heed to Moscow, which has been in bitter conflict with Islamic militants in Chechnya and other parts of the volatile northern Caucasus region.

The Tsarnaev brothers' ethnic homeland of Chechnya, a mainly Muslim province that saw centuries of war and repression, no longer threatens to secede from Russia. But it has become a breeding ground for a form of militant Islam whose adherents have spread violence to other parts of Russia, and may have inspired the radicalization of the Boston bombers.

Windows Store recommendations could one day reflect your usage patterns

Yesterday was the day Microsoft made Windows 8.1 available as a public download; today's the day we ask what's next. Here at the company's annual Build developer conference, we sat down with Ted Dworkin, the man who oversees the Windows Store, to do a deeper dive on the store's latest redesign. In particular, we were curious about that new Bing-powered recommendaton engine, and how it might become smarter over time. What ensued was a Pandora's box of a brainstorming session. Naturally, Dworkin wouldn't make any promises about what we'll see in future updates, but he did offer some compelling ideas about how Microsoft could take people's usage patterns into account when recommending apps. For instance, while Windows already knows which applications you've downloaded, a future version of the store might also be aware of which apps you use most frequently, which ones you've uninstalled, which ones you've shared, which ones you've pinned, which ones you've unpinned, et cetera. On a privacy note, the recommendation engine is already optional, so there's no reason why you couldn't disable this kind of data collection too.

For starters, this an interesting idea for the developers attending Build this week -- there are definitely people out there who download apps because they're testing them (or reviewing them) and not because they plan on using them every day. Even more broadly, though, who among us hasn't gone on a downloading spree, just to see what they liked? With usage patterns taken into account, you might get more useful picks, ones that ignore that random Twitter client or Angry Birds game you installed. Again, Dworkin wouldn't say for sure if Microsoft plans on implementing any of this, but our vote would be "yes" if it leads to more recommendations we'd actually use.

U.S. military chief recommends bolstering Lebanon, Iraq forces

WASHINGTON (Reuters) - The top U.S. military officer said on Wednesday he has recommended bolstering Lebanese forces grappling with the fallout from Syria's civil war by sending in military trainers and accelerating arms sales.

General Martin Dempsey also said he had recommended helping Iraq better deal with the re-emergence of al Qaeda.

"We've made a recommendation that as we look at the challenges faced by the Lebanese armed forces, the Iraqi security forces with a re-emerging al Qaeda in Iraq, and the Jordanians, that we would work with them to help them build additional capability," Dempsey told reporters at the Pentagon.

A spokesman said Dempsey's recommendations were made "in recent weeks" during internal discussions with the U.S. military's Central Command, as it deliberates how to respond to the growing, regional unrest.

After two years of fighting that has killed more than 100,000 people, Syria's war is dragging its neighbors into a deadly proxy confrontation between Shi'ite Iran supporting President Bashar al-Assad and Sunni Arab Gulf nations backing the Syrian rebels.

Both Iraq and Lebanon have suffered increasing violence at home as the Syrian conflict has escalated.

Dempsey was nominated by President Barack Obama on Wednesday for another two years as chairman of the Joint Chiefs of Staff.

He was responding to a question at the news conference about whether Lebanon had asked for military help and whether the U.S. military might go into that country.

"When you say would we send the United States Army or the United States military into Lebanon, I'm talking about teams of trainers, and I'm talking about accelerating foreign military sales for equipment for them," Dempsey said in response.

"This is about building their capability, not ours."

A spokesman clarified that this would come on top of any ongoing U.S. military support being provided to Lebanon and Iraq.

The United States has left about 700 U.S. combat-equipped troops in Jordan after a military drill, which also fears a spillover of the war into its territory and where an estimated half-million Syrian refugees have fled to escape the bloodshed.

RISKS OF NO-FLY ZONE

The Pentagon has also announced that it would leave Patriot missiles and F-16 fighters in Jordan after the same drill, fueling speculation that the United States might be considering a no-fly zone that would prevent the Syrian military from flying its aircraft.

Although Obama has not ruled out participating in a no-fly zone, he has appeared skeptical about such a move, and his military commanders, including Dempsey, have been outspoken about the risks involved.

Dempsey, suggesting a no-fly zone may do little to stem the bloodshed, told reporters that Assad's air power was responsible for few of the casualties.

"And if we choose to conduct a no-fly zone, it's essentially an act of war, and I'd like to understand the plan to make peace before we start a war," Dempsey said.

He also noted that any U.S. decision to impose a no-fly zone in Syria would require tough decisions about America's military priorities at a time of shrinking budgets and other demanding commitments - including the Afghan war.

"We are suffering some readiness shortfalls right now," Dempsey said. "We have resources that are at heightened states of alert in the vicinity of the Korean peninsula, in the Gulf, because of potential provocations (by) Iran. Clearly, we still remain very deeply engaged in Afghanistan.

He added: "And the question for the nation will be - and for our elected leaders - where will we prioritize our resources? But if that (a no-fly zone) becomes a priority, we can make it happen."
