A Positive Spin

?Releasing the numbers at this point really highlights where there are opportunities for improvement,? John Shoraka, the SBA?s associate administrator for government contracting, told the media. ?This highlights the fact that we need to improve and highlights the agencies that need to focus on that improvement.?

Shoraka tried to put a positive spin on the news, pointing out that during the first three years of President Obama?s administration, small businesses received $32 billion more in contracts than they did the previous three years.

He blamed some of the shortfall on Congress's failure to approve agency spending bills on time, which meant procurement officers struggled to plan.

"When contracting officers don't plan, small businesses have headwinds in participating in the contracting process," Shoraka says.

Some agencies did much better by small businesses than others. The Department of Energy, the second-largest government buyer, received an F from the SBA, meaning it fell at least 30 percent short of its procurement goal. But the Department of Health and Human Services, the third-largest government buyer, earned an ?A? for awarding 24 percent of its contracting dollars to small businesses. The General Services Administration and the Treasury Department were the only agencies to receive A pluses, although the GSA awarded 2.3 percent instead of 3 percent of awards to service-disabled veteran-owned small businesses, while Treasury awarded 2.6 percent instead of 3 percent of awards to HUBZone firms.

Sticking to the Goals

Currently, there are no penalties for agencies that do not meet their small-business contracting goals. But recently-introduced bills in both the House and Senate would either eliminate bonuses for department heads or reduce budgets for agencies that miss their goals. A bill introduced in May by Rep. Sam Graves, R-Mo., who chairs the House Small Business Committee, also would raise the government?s goal to 25 percent. That extra two percent could mean up to $11 billion in new small business contracts, Graves contends.

The White House has opposed the bill, saying 25 percent is ?overly ambitious." Graves thinks the higher target is within reach.

"Solutions to both of these problems can be accomplished at the same time," he says. "The goal hasn't been met, because there hasn't been an incentive for agency staff to do so."

Heyward keys 3-run 8th, Braves win 6th in a row

ATLANTA (AP) - Jason Heyward and the Atlanta Braves were patiently waiting to see if the New York Mets' bullpen would crack.

In the eighth inning, the Braves got their wish.

"Everybody's mind was mentally tough," Heyward said. "Just hanging in there. Not trying to do too much at the plate, just trying to do whatever we could to prolong the inning, prolong the game."

Heyward singled to cap a three-run rally and the Braves took advantage after the umpires reversed a call, beating the New York Mets 8-7 Saturday for their sixth straight win.

The Braves' comeback prevented a shaky R.A. Dickey from getting his 11th win in a row. Bobby Parnell (2-2) gave up RBI singles with two outs in the eighth to Michael Bourn, Martin Prado and Heyward.

Parnell had held opponents scoreless in his previous nine appearances, but his struggles caused New York's bullpen to drop to 11-18 this season, 15-37 when allowing a run.

"This team is going to battle you the whole nine," Heyward said. "It's great to get a win, and a team win at that."

Mets manager Terry Collins was ejected while disputing a call in Atlanta's two-run fifth.

With the score 3-all and Prado on first base with one out, Heyward hit a sinking liner that left fielder Jordany Valdespin charged. Third base umpire Dale Scott, the crew chief, initially ruled Valdespin made a diving catch and Prado, who had reached second, was trapped while retreating for an apparent inning-ending double play.

But after the umpires conferred, they ruled - correctly, as replays showed - that Heyward's ball bounced. The umpires then placed Prado safely on second.

"It was the right call," Collins said.

Scott said Valdespin's body blocked his view of the attempted catch, so he initially called Heyward out.

"Immediately, I saw my partners Bill Miller and Dan Iassogna coming at me, as we're instructed to do when we have something that's completely different from what happened," Scott said. "We got together as a crew. We definitely had the ball bouncing. That's no catch, and any time that we correct an error like that, we can put the runners wherever we think they should have gone. And that's exactly what we did."

Freddie Freeman's two-out, two-run double gave the Braves a 5-3 lead.

Dickey was furious after returning to the Mets' dugout, slamming his glove several times against the bench. His teammates bailed him out by scoring three runs in the sixth to give the Mets a 6-5 lead and put Dickey in line to earn the victory.

Dickey struggled for his second straight start. The All-Star knuckleballer allowed eight hits and two walks in five innings.

Anthony Varvaro (1-0) allowed one hit and struck out two in the eighth.

In the ninth, Braves closer Craig Kimbrel struck out Ike Davis, Daniel Murphy and pinch hitter Lucas Duda to convert his 19th straight save opportunity. Kimbrel has earned his 27 of 28 chances this season.

"Giving our closer the ball with the lead in the ninth is awesome," Heyward said. "He is. That's why it's awesome to give him the ball in the ninth inning with the lead and not have to waste him on a tie game."

Parnell gave up three hits while getting only one out. He was the third Mets pitcher of the inning, with Tim Byrdak and Pedro Beato also each being charged with a run.

Collins wasn't upset with Parnell's performance.

"He didn't make bad pitches," Collins said. "They just hit it. They hit it where nobody was standing."

Ike Davis hit his 13th homer and Andres Torres' RBI single tied it at 3 in the fourth. The Mets got RBI singles from pinch hitter Justin Turner, Ruben Tejada and Valdespin to take a 6-5 lead in the sixth. Tejada added an RBI single in the eighth to make it 7-5.

Braves starter Tommy Hanson gave up six runs on five hits and two walks in 5 1-3 innings.

Dickey's numbers didn't look good after his exit, but Atlanta manager Fredi Gonzalez said nothing came easily against the Mets ace.

"He gave up some runs, but I don't know that we hit the ball particularly hard against him," Gonzalez said. "In the scorebook they count as hits. But the first two hits he gave up were an infield single by Heyward, then (Brian McCann) blooped one in there. But we battled him and got him out of there and got into their bullpen."

NOTES: Mets star David Wright went 0 for 5 with four strikeouts. He had reached base safely in 27 straight games, which was the longest active streak in the majors. ... Saudi's Olympic opening to women 'small step'

CAIRO (AP) ? Across the world, word that Saudi Arabia would send women athletes to the Olympics for the first time immediately rocketed to the top of websites and broadcasts. In Saudi Arabia's official media: Not even a hint.

The state-sponsored silent treatment was a lesson into the deep intricacies and sensitivities inside the kingdom as it took another measured step away from its ultraconservative traditions.

While Saudi rulers found room to accommodate the demands of the International Olympic Committee to include women athletes, they also clearly acknowledged that ? in their view at least ? this did not merit billing as a pivotal moment of reform in a nation that still bans women from driving or traveling without the approval of a male guardian.

"It does not change the fact that Saudi women are not free to move and to choose," said political analyst Mona Abass in neighboring Bahrain. "The Saudis may use it to boost their image, but it changes little."

Even the two athletes selected to compete under the Saudi flag ? 800-meter runner Sarah Attar from Pepperdine University in California and Wodjan Ali Seraj Abdulrahim Shahrkhani in judo ? live outside the kingdom and carry almost no influence as sports figures. There is no other choice: Women sports remain nearly an underground activity in Saudi Arabia.

Ahmed al-Marzooqi, editor of a website that aims to cover women and men's sporting events in Saudi Arabia, viewed Thursday's announcement as mostly an attempt to quiet international pressure on the lone nation trying to stick with an all-male Olympic team. The other former holdouts, Brunei and Qatar, had already added women Olympic athletes ? with Qatar even planning to have a woman carry its flag in London later this month.

"We are still disappointed here," al-Marzooqi said from the Saudi city of Jiddah. "I should be happy for them, but this will do nothing for women who want to be in sport in Saudi Arabia."

Still, the opening is not without significance.

The Saudi decision must have received at least some nod from the nation's Islamic religious establishment, which hold de facto veto power over nearly all key moves by the Western-allied monarchy and gives the royal court its legitimacy to rule over a nation with Islam's holiest sites.

The inherent two-way tug ? change-resistant clerics and leaders sensing reform pressures from the streets ? has allowed enough slack for some slow-paced movement. King Abdullah has promised to allow women to run and vote in municipal elections in 2015. He also has tried to rein in the country's feared morality police while challenges to the established order are growing bolder from a population, nearly half of which is under the age of 30.

Saudi women activists have gotten behind the wheel to oppose the driving ban, and bloggers churn out manifestos about how the Arab Spring will one day hit Saudi shores.

"If Saudi does field women athletes, it is immensely interesting," said Simon Henderson, a Saudi affairs expert at the Washington Institute for Near East Policy. "This flies against the traditions of having a woman not make a public display of herself or mixing with men. Now, the world could see women marching with men in the opening ceremony and ? even more ? women running in competition."

It's impossible to gauge the internal discussions before the Saudi Olympic decision, but Henderson speculated it could have influenced by Abdullah's daughter, Adila, who has been an outspoken advocate of reforms such as ending the driving ban on women. On the other end of the spectrum, senior Saudi clerics have issued a host of edicts against almost all types of sporting activities for women.

"Of course this will bring backlash from many religious leaders," said Ali al-Ahmed, director of the Washington-based Institute of Gulf Affairs that has been behind the "No Women No Play" campaign that called for an Olympic ban for Saudi Arabia if it resisted adding women. "This fight is far from over."

As recently as April, a Saudi newspaper quoted the head of the Saudi Olympic Committee as saying he did not approve of sending women to the Olympics ? suggesting instead they could compete on their own under a neutral flag.

A similar arrangement was made at the Youth Olympics in 2010 for Saudi equestrian competitor Dalma Rushdi Malhas, who won a bronze medal in show jumping.

"Allowing women to compete under the Saudi flag in the London Games will set an important precedent," said Christoph Wilcke, senior Middle East researcher at New York-based Human Rights Watch "But without policy changes to allow women and girls to play sports and compete within the kingdom, little can change for millions of women and girls deprived of sporting opportunities."

For the wider Muslim world region, the Saudi decision also is unlikely to have a transformative sweep since the kingdom trailed behind even Afghanistan in opening to women sports.

Increasing numbers are taking part in regional sports competition and there are few sports Muslim women aren't represented in ? with Afghanis boxing, Pakistanis playing cricket and Emiratis in the Arabian Gulf taking up football and weightlifting. Iran, too, is considered one of the growing powers in women rugby in Asia.

But most experts acknowledged this progress is fragile and vulnerable to age-old cultural pressures.

Weightlifters in the United Arab Emirates have been attacked on social media and the Kuwaiti soccer team was denounced several years ago on its return from a tournament by conservative lawmakers who want a ban on all international competitions. In Iraq, a women's wrestling club disbanded in 2009 after receiving death threats from religious groups.

Muslim women also face hurdles from the West as well. While rugby, volleyball and taekwondo federations allow head scarves, the football federation FIFA waited until this month to lift a ban ? standing by rules designed for safety but seen by Muslims as discriminatory.

"This is a first small step," said Raija Mattila, co-chairman of the Finland-based International Working Group on Women and Sport. "It's good for the international stage, but we hope that it opens up sports opportunities for women and girls inside Saudi Arabia. So this is just a small first step."
