New website encourages anyone to come up with clever uses for untapped patents and inventions
GOT an inventive mind and feel like making a few thousand pounds? Then you might have some fun with Marblar.com, a website that will go live in late August. The site will ask users to suggest lucrative uses for "underexploited" patented technologies - with cash prizes of up to ?10,000 for the best ideas.
"There are a lot of dormant inventions just gathering dust in research universities," says Daniel Perez, Marblar's CEO. "This is taxpayer or philanthropy-funded research that isn't demonstrating the impact it could. So we'll simply be asking our users how they would use this invention."
Marblar is getting universities on board, as well as UK organisations like the Medical Research Council and the Science and Technology Facilities Council, all of which have patented technologies that they would like to squeeze more cash out of.
To test the idea, Marblar posted a technique patented by the University of Southampton that allows DNA nucleotides to be knitted together without using an enzyme. Days later, a University of Cambridge academic hit on a new use for the technique in screening potential DNA-based therapies. "This was a problem that the inventor wasn't really aware existed, much less that his discovery could solve," says Gabriel Mecklenburg of Marblar. "There may be now be start-up ideas around this tech."
"If Marblar leads to ideas like that it could well work. Any innovation like that has got to be encouraged," says Peter Finnie, a patent attorney with Gill, Jennings and Every in London.
Marblar is the latest in a string of "open innovation" sites that attempt, in one way or another, to encourage inventiveness online. "We're seeing many new online ways of interacting with the crowd," says Finnie. "All are geared at coming up with ideas you wouldn't have thought of yourself."
For instance, he says, ArticleOne asks its community of users to find "prior art" - published documents that show an invention existed before it was patented - to quash patents that firms have been accused of infringing. Again, there are cash awards available, as there are at Innocentive, where companies and NGOs present problems that they need solving - such as how to develop a portable rainwater storage system for the developing world. On the flipside, IbridgeNetwork and Yet2.com post university and corporate research in a bid to find people who'll license their technology to commercialise it.
"But most of these are dating sites for intellectual property," says Perez. "We're making tech transfer fun and gamifying it."
Fun it may be - but Finnie warns that there could be problems if users give away for a mere ?10,000 an idea that ends up kicking off a billion-dollar industry. This could happen, he says, because most patents cite the industrial application of an invention. "So the person who comes up with a new application may be regarded in law as the inventor. Yet they may just give the idea away online."
Perez believes Marblar's prize money will suffice. "Users have to ask why they are doing this. Are they doing it to make millions? Or as a bit of fun - creative problem-solving? In our tests, winners did not feel taken advantage of."
Time will tell, says Finnie. "Marblar expects to see start-ups forming around the contributed ideas. But that's when people start to fall out."

?Insurance Fraud? usually causes a person to think about an individual seeking benefits or money from an insurance company based on untrue or misrepresented facts. The reason for this perception is because the insurance industry spends a significant amount of money to run television and radio advertisements, post billboards and otherwise ?socialize? the public into believing that insurance fraud is only committed by individuals against insurance companies. However, insurance fraud also applies to improper tactics used by insurance companies to deny or discourage individuals from pursuing legitimate claims.
In a general sense, the Unfair Insurance Practices Act, 40 P.S. Sect. 1171 (a.10) prohibits insurance companies from engaging in the following practices:
? denying claims without performing an adequate investigation; ? misrepresenting the amounts and/or existence of coverage; ? failing to negotiate a settlement in good faith when liability is clear; or ? appealing Decisions as a matter of policy, solely to negotiate a settlement for less than the amount awarded.
Additional Practices Which Constitute Unfair Insurance Practices
There are additional practices which constitute ?unfair? insurance practices which may subject insurance companies to Criminal or Civil penalties. The common thread behind these provisions is that insurance companies must exercise Good Faith in their handling of claims ? both in regard to protecting their insured AND in dealing with the injured person.
The Pennsylvania Worker?s Compensation Act includes additional provisions. Insurance companies may not make any statement known to be false regarding an injured worker?s entitlement to benefits, with the purpose of discouraging the injured worker from pursuing their claim. Violation of this law may result in a criminal conviction and an Order to pay restitution. 77 P.S. Sect. 1039.2-.6.

ASHBURN, Va. - The George Washington University School of Nursing was recently awarded a three year grant totaling nearly $1 million from the U.S. Health Resources and Services Administration in support of the school's Success in Nursing Education project, which aims to increase the number and diversity of nursing professionals, specifically African-American, Asian, Hispanic, Native American, male and economically disadvantaged students in the Washington D.C., and rural Virginia areas.
GW nursing administrators predict diversity of the nursing workforce can be increased through its accelerated bachelor's of science program at GW's Virginia Science and Technology Campus in Ashburn, Va., and its online programs, which include an associate's to bachelor's degree and master's of science in nursing and in other concentrations and the doctorate of nursing practice in which students can fulfill the clinical requirements in their home communities. Online programs require students to come to the GW campus three times a year.
"This grant is extremely important to the School of Nursing in fulfilling our
mission to educate a diverse nursing workforce," said School of Nursing Dean Jean Johnson. "Being able to develop and implement a program that provides a strong support system is what will make a major difference in helping our students be successful while responding to this critical need."
A systematic recruitment plan will be developed to target potential students who are changing careers, already have a degree in another field and who also live in a medically underserved or health professional shortage area.
"By offering undergraduate and graduate degrees in nursing we are confident that we can help meet the demand of nurses both in number and diversity," said Ellen Dawson, professor of nursing for the School of Nursing and the principle investigator and program director of the grant. "We expect our program will allow rural communities to have access to a greater number of primary care providers and urban and suburban communities will likewise benefit from a greater number of primary care nurses."
The School of Nursing will launch a marketing and recruitment outreach campaign using print, mail and social media mediums to reach disadvantage students. On-campus and virtual "open house" sessions geared specifically to the program's target audience will provide prospective students with the opportunity to meet faculty and ask questions about the program.
To assure that students who enroll in the nursing degree programs complete it successfully, the School of Nursing will utilize retention tools such a culturally-conscious mentoring program based on a national model and a peer-support study group will include the development of modules directed at study skills. The grant is also providing scholarships and other financial aid for students who meet the recruitment criteria.
"The success of the grant lies in the recruitment and most importantly the retention of these students," said Dr. Dawson. "Creating an atmosphere where the students have the tools and the mentoring to be successful is critical to their future and to the future of diversifying our nursing workforce."

WASHINGTON (Reuters) - Republican presidential candidate Mitt Romney said on Sunday that a fresh round of monetary stimulus from the Federal Reserve would not help the fragile U.S. economy.
A stream of disappointing economic reports has underpinned expectations that the U.S. central bank will do more to stimulate growth with a third round of billions of dollars of bond purchases, also known as quantitative easing, or QE3.
"I am sure the Fed is watching, will try to encourage the economy, but I don't think a massive new QE3 is going to help this economy," Romney said in an interview with CNN's "State of the Union" television program aired on Sunday.
"The Fed's first action, quantitative easing, was effective to a certain degree. But I believe that the QE2, the second round of easing, I don't think it had the impact that they were hoping for," he said.
Romney, who has been stressing his business acumen and years as Massachusetts governor as experiences he would employ to help heal the economy, has vowed to create 12 million jobs in his first four years as president were he to beat Democratic President Barack Obama in the November election.
The unemployment rate ticked up to 8.3 percent in July, the government's latest jobs data showed last week, prompting Romney to tear into Obama's handling of the economy, a key election issue.
On Wednesday, the Fed signaled that more bond buying could be on the way if the recovery does not pick up - a move that could unleash fresh attacks on the central bank.
Many prominent members of the Republican party have strongly opposed the Fed's unconventional policy measures to sustain the recovery from the 2007-2009 economic crisis, accusing the central bank of going beyond its mandate and saying that new monetary stimulus could fuel inflation.
Foreign governments have also attacked the Fed's previous two stimulus programs, saying they artificially weakened the U.S. dollar and hurt their exports.
In addition to pumping more money into the economy, the Fed has tried to push down longterm borrowing costs with its "Operation Twist" program of replacing short-term debt it holds with longer-term securities.
Democratic National Committee Chairwoman Debbie Wasserman Schultz said on Sunday it was up to the Fed to decide whether the economy needed more stimulus, not Romney or the White House.
"The Federal Reserve is an independent financial institution," she said on ABC's "This Week" television program.
"It's important that we not dictate from the White House, or certainly from candidates for president of the United States, what the Federal Reserve should be doing," she said.
