Microsoft confirms upgrade path and pricing for Windows 8: $14.99 for those buying new PCs

We've just gotten a thorough look at the Windows 8 Release Preview, and Microsoft has now also finally confirmed what the upgrade path will look like for those buying PCs before the OS is officially released later this year. The company will be rolling out a Windows Upgrade Offer in no less than 131 markets starting June 2nd, which will let anyone who buys an eligible Windows 7-based PC also purchase a Windows 8 Pro upgrade for $14.99 -- that offer will be valid through January 31th, 2013. Upgrade offers for those who already own a Windows 7-based PC will also be announced in the "coming months," but that's unfortunately as much as Microsoft is saying about those at the moment.

Colleges' bank deals saddle students with big fees

(AP) ? A public interest group says as many as 900 colleges are pushing students into using payment cards that carry hefty costs, sometimes even to access students' financial aid money.

The U.S. Public Interest Research Group Higher Education Fund says in a report published Wednesday that colleges and banks often make secretive deals allowing them to rake in millions from the fees. The report says some of the fees appear to violate federal law.

The report says more than 9 million people, or two out of five U.S. higher-education students, attend schools that have deals with financial companies.

The fees add to the mountain of debt many higher-education students must take on. U.S. student debt tops $1 trillion, and has surpassed credit cards as the biggest source of unsecured debt.

It took Mario Parker-Milligan less than a semester to decide that he was paying too many fees to Higher One, the company hired by his college to pay out students' financial aid on debit cards.

Four years after he opted out, his classmates still face more than a dozen fees ? for replacement cards, for using the cards as all-purpose debit cards, for using an ATM other than the two on-campus kiosks owned by Higher One.

"They sold it as a faster, cheaper way for the college to get students their money," said Parker-Milligan, 23, student body president at Lane Community College in Eugene, Ore. "It may be cheaper for the college, but it's not cheaper for the students."

As many as 900 colleges are pushing students into using payment cards that carry hefty costs, sometimes even to get to their financial aid money, according to a report to be released Wednesday by a public interest group.

Colleges and banks rake in millions from the fees, often through secretive deals and sometimes in apparent violation of federal law, according to the report, an early copy of which was obtained by The Associated Press.

More than two out of five U.S. higher-education students ? more than 9 million people ? attend schools that have deals with financial companies, says the report, written by the U.S. Public Interest Research Group Higher Education Fund.

The fees add to the mountain of debt many students already take on to get a diploma. U.S. student debt tops $1 trillion, according to the Consumer Financial Protection Bureau.

Student loans have surpassed credit cards as the biggest source of unsecured debt in America, according to the CFPB, which regulates cards and private student lenders.

Among the fees charged by Higher One, according to its website, is a $50 "lack of documentation fee" for students who fail to submit certain paperwork. The U.S. Department of Education called the charging of such fees "unallowable" in guidance to financial aid officers issued last month.

Higher One founder and Chief Operating Officer Miles Lasater said in an email that the company takes compliance with the government's rules "very seriously," and officially swears that to the government each year.

"We are committed to providing good value accounts that are designed for college students," he said, and students must review the company's fee list when they sign up for an account. He cited a study commissioned by Higher One that declared Higher One "a low-cost provider for this market." The same study found that the median fees charged to the 2 million students with Higher One accounts totaled $49 annually.

Among the fees charged to students who open Higher One accounts: $50 if an account is overdrawn for more than 45 days, $10 per month if the student stops using his account for six months, $29 to $38 for overdrawing an account with a recurring bill payment and 50 cents to use a PIN instead of a signature system at a retail store.

Higher One has agreements with 520 campuses that enroll more than 4.3 million students, about one-fifth of the students enrolled in college nationwide, according to public filings and the U.S. PIRG report. Wells Fargo and US Bank combined have deals with schools that enroll 3.7 million, the report says.

Lane Community College's president, Mary Spilde, said in an interview that the real problem is a "lack of adequate public funding," which forces students to seek financial aid and colleges to find ways to cut costs.

"Many institutions are looking at ways to streamline and to do things that we're good at, which is education and learning, and not banking," Spilde said.

Programs like Higher One's shift the cost of handing out financial aid money from universities, which no longer have to print and mail checks, to fee-paying students, said Rich Williams, the report's lead author.

"For decades, student aid was distributed without fees," Williams said. "Now bank middlemen are making out like bandits using campus cards to siphon off millions of student aid dollars."

Students can opt out of the programs and choose direct deposit or paper checks to receive their college aid, but relatively few do. The cards and accounts are marketed aggressively using college letterhead and websites carrying the endorsement of colleges. Higher One also warns students that it will take extra days if they choose direct deposit or a paper check.

In the end, students feel locked into accounts before they have a chance to shop for a better deal, Parker-Milligan said.

He said that's especially tough for poor students who rely on food stamps and other social services. Those students budget down to the penny, and don't plan on paying a fee when Higher One's ATM runs out of cash, he said.

Offerings by financial companies vary by campus. Some issue checking accounts with debit cards. Others offer prepaid debit cards, which are similar to bank debit cards but can carry higher fees and offer fewer consumer protections.

Often, students' campus ID cards double as payment cards. At the University of Minnesota, TCF Bank issues cards that serve as school IDs, ATM and debit cards, library cards, security cards, health care cards, phone cards, and stored-value cards for vending machines, the report said. TCF also has branches on campus and 25-year naming rights to the football stadium. Its cards charge similar fees, the report says.

Having such visibility on campus is a big benefit for banks seeking exclusive access to an untapped group of potential customers. Many banks are willing to pay universities for the privilege.

Under its contract with Huntington Bank, Ohio State University will receive $25 million over 15 years, plus a sweetener of $100 million in loans and investments for the neighborhoods around campus, the report said. Florida State receives a portion of every ATM fee paid by a student, it says.

It's difficult to get a full picture of how much money the schools are getting because most of them refuse to release their contracts with banks. Only a handful were available to the authors of the report.

Ohio State and Florida State did not immediately respond to requests for comment. The National Association of College and University Business Officers, a trade group involved in the issue, did not respond to multiple requests for comment.

Lane Community College receives no payments under its contract with Higher One, Spilde said. Lasiter said Higher One does not "offer revenue sharing" to colleges that it partners with. However, Higher One does pay some universities under existing contracts, according to the U.S. PIRG report.

Campus card deals have become more popular in part because of recent legal changes that cut into the profits banks can generate from students.

A 2009 law banned credit cards given to students who had no way of repaying. It forced colleges to disclose deals with credit card companies and stopped some forms of marketing, such as offering students free gifts in exchange for obtaining a credit card.

Until recently, banks also made a lot more money from student loans. They extended federal aid to students, and also offered confusingly similar, higher-cost private loans alongside the government programs. Congress cut them out of the equation in 2010.

Neither change affected debit cards. As the recession forced states to slash higher education budgets, companies such as Higher One, Wells Fargo and US Bank approached colleges with an attractive proposition: The companies would assume the cost and hassle of handing out student aid funds, often paying for the privilege.

Dutch composer and multi-instrumentalist Arjen Anthony Lucassen is first and foremost known for his ongoing Ayreon project, and to a lesser extent a plethora of side projects: Ambeon, Stream of Passion, Star One, Guilt Machine and Strange Hobby. Some might also remember his tenures in hard rock bands Bodine and Vengeance. Lucassen has become a household name for most people with an interest in progressive metal in general and conceptual creations in particular. But as a project leader rather than as a solo artist per se.

Lucassen did release a solo album way back when: Pools of Sorrow, Waves of Joy, which saw the light of day in 1994. It didn't make that much of an impression however, and when his other projects took off his career as a purebred solo artist was given a lengthy hiatus. But in 2012 it was time to revive this part of his creativity again, with the release of Lost in the New Real. Which, at the time of writing, appears to have been a succesful one too. But if this is the first of many more to come or a brief sidetrack for Lucassen prior to returning to his various conceptual based projects remains to be seen.

Obama is in Iowa, and answered the questions between a visit to a Newton, Iowa, wind turbine manufacturer and a campaign event in Des Moines.

The chat lasted 21 minutes, during which Obama answered seven questions, promoting his energy policy, small business tax credits and "pushing big banks to do the right thing." It took Obama more than 140 characters to answer a few of them, so he broke the answers into multiple tweets.

A photo tweeted by White House photographer Pete Souza confirmed that it was indeed Obama who was answering the questions. The photo shows Obama at a conference table in front of a MacBook Pro, with Macon Phillips, the White House director of digital strategy, next to him.

The hastily announced event was a contrast to Obama?s Twitter town hall, which took place last July. The town hall, in the White House East Room with Twitter co-founder Jack Dorsey as a moderator, was hyped days in advance and broadcast live on cable TV. But Obama only took the questions from Twitter, which Dorsey read to him, and he answered them out loud before the East Room audience. Thursday?s Twitter chat marked the first time Obama actually answered questions on the popular 140-character social network.

At the Twitter town hall, prominent Republicans were frequently tweeting politically-charged questions using the event?s hashtag. On Thursday, a handful of Republican politicians and strategists tweeted questions.

But a more persistent problem has been spam associated with popular Twitter hashtags -- no doubt a problem for the president's Twitter chat Thursday as well. Spam tweets, many of a pornographic nature, took over the #WHChat hashtag and may have been why the White House gave little notice of the chat.

The Twitter chat took place on the official White House account, and not Obama's campaign account, @BarackObama. Obama's Republican rival, Mitt Romney, has not yet held a Twitter chat.

Ben Heck is always thinking up gadgets that make life easier, from completely hands-free luggage to a sensor system for improved cycling safety. His latest mod is meant for those of us who have burnt Ramen a few too many times. His so-called Ben-Stur Remote Control Android app works with a pot-stirring device, freeing users to stray from the kitchen while their meal is cooking. The app works via Bluetooth, and the pot-stirrer consists of an actuator arm, a chip clip, a timing belt and, of course, a wooden spoon. Heck used a Google ADK and an Arduino Uno for the control mechanism that communicates between the app and the stirrer. In the tablet app, users can check their food's temperature and control the speed of the the spoon's stirring. Biden dismisses Romney's experience in business

(AP) ? The presidential campaign debate over Republican Mitt Romney's tenure at a private equity firm is going down the drain.

Vice President Joe Biden argued Tuesday that Romney's experience doesn't make him any more qualified to be president than it does to make him a plumber.

"That doesn't mean that private equity guys are bad guys ? they're not," Biden said at New Hampshire's Keene State College. "But that no more qualifies you to be president than being a plumber. And, by the way, there're an awful lot of smart plumbers. All kidding aside, it's not the same job requirement."

Romney argues that his business experience with the Boston-based firm Bain Capital makes him best suited to fix the economy and create jobs.

Biden's fourth trip to New Hampshire this year was an acknowledgment of the state's battleground status in the upcoming election.

Though he briefly criticized Romney on social issues such as contraception and touched on Romney's lack of foreign policy experience, most of his speech was devoted to echoing what Obama has been saying this week ? that Romney's success making money for investors at Bain Capital is not reason alone to be elected president.

The Romney campaign has called such criticism a distraction, an affront to free markets and a misreading of the firm's success. The campaign released a Web video last week featuring workers from an Indiana company that benefited from Bain's involvement.

Democrats have been focusing on the companies that Bain took over only to close them or let them fail. In addition to running ads and Web videos, the Obama campaign has been sending Biden to battleground states to press the issue.

In New Hampshire, Biden argued that when companies fail, it costs taxpayers in unemployment benefits and costs businesses that end up paying into a fund that helps laid-off workers recover their pensions. Like Obama, however, Biden stopped short of criticizing profit-making in general.

"That's their job. It's legitimate. But folks, making money regardless of the consequences for the workers at the companies they acquire or the communities that get wasted is another question," he said.

Biden said voters have an easy choice between what he described as the Obama administration's "commonsense approach" to a Republican philosophy that he asserted advocates "no rules for the big guys" and "no accountability when the fail."

"We will not go back to the '50s on social policy, to the Cold War on foreign policy, and the policies of our last administration on our economic policies," he said. "We will not do it their way again."

Biden said the economy is recovering, pointing to a chart showing job growth during Obama's tenure as president.

"That doesn't mean a lot of people aren't still hurting, and we're determined to change that," he said. "We've made important progress, but there's much more to do. But progress you can measure, just look at the chart. Progress that cannot be denied. Progress you can see."

The Romney campaign dismissed Biden's argument.

"Vice President Biden today claimed the Obama administration's economic progress 'cannot be denied,'" Romney campaign spokeswoman Andrea Saul said in a statement. "He must not be talking to the millions of Americans who are suffering from declining incomes, fewer jobs and skyrocketing household costs in the Obama economy."

ATS 2012, SAN FRANCISCO Sleep disordered breathing (SDB), which is associated with an increased risk of adverse cardiovascular events and psychopathological outcomes, is also associated with an increased risk of cancer mortality, according to a new study.

"Recent in vitro and animal studies have shown that repeated episodes of hypoxia (an inadequate supply of oxygen) are associated with accelerated cancer progression," said F. Javier Nieto, MD, PhD, chair of the Department of Population Health Sciences at the University of Wisconsin School of Medicine and Public Health. "Our results are the first to suggest that SDB is also associated with an increased risk of cancer mortality in humans."

The results will be presented at the ATS 2012 International Conference in San Francisco.

The researchers examined 22-year mortality data on 1,522 subjects from the Wisconsin Sleep Cohort, a prospective, community-based study of the predictors and natural history of sleep disorders. SDB was assessed by polysomnography at baseline.

After adjustment for age, sex, body mass index, smoking and other factors, both all-cause and cancer mortality were associated with the presence and severity of SDB in a dose-response fashion. Compared to subjects without SDB, the adjusted relative hazards of cancer mortality were 1.1 for study participants with mild SDB, 2.0 for those with moderate SDB, and 4.8 for those with severe SDB.

The team of University of Wisconsin investigators led by Dr. Nieto conducted this research in collaboration with Ramon Farr, PhD, professor of Physiology at the Unit of Biophysics and Bioengineering at University of Barcelona, Spain. In a separate study which will also be presented at the ATS 2012 conference, Dr. Farr's group and colleagues at the Hospital Clnic-IDIBAPS in Barcelona follow up on their earlier mouse experimental model showing that the effect of intermittent hypoxia on cancer growth is considerably stronger in lean mice than in obese mice.

"The consistency of the evidence from the animal experiments and this new epidemiologic evidence in humans is highly compelling," said Dr. Nieto. "In vitro and animal studies suggest that intermittent hypoxia promotes angiogenesis and tumor growth, which can explain these observations."

"Ours is the first study to show an association between SDB and an elevated risk of cancer mortality in a population-based sample. If the relationship between SDB and cancer mortality is validated in further studies, the diagnosis and treatment of SDB in patients with cancer might be indicated to prolong survival," Dr. Nieto concluded. "Additional studies are needed to replicate our results and to examine the relationships between SBD, obesity, and cancer mortality."

The apnea-hypopnea index (AHI) was defined as the mean number of apnea and hypopnea events per hour of sleep, and categorized as normal (AHI
